variables from Flare are not accessed by Contributor

Being new to Contributor we are fumbling through the process of editing a Flare project.
It is at this time we have noticed the variables from Flare are not accessed by Contributor!?

Oh what am I to do?

After some digging they may be available if you open a review package. If you do not, then you can not see the variables.

Contributor handles single topic files: separate ones, or files from review packages.
Topic files contain pictures, snippets, variables.
Pictures An External Resources path can be used for pictures in the special Open File dialog. For separate topic files only.
Snippets A normal network path can be used for snippets in the normal Windows Open dialog. No special access to External Resources paths. For separate topic files only.
Variables Default Heading and System variables only for separate topic files (without review package). Project variables for topic files from a review package.
Why no pictures or snippets for review package topic files, but variables?
Why no user variable files for separate topic files (checked out from project TFS)? I want to use checked out variable files from the same project TFS.

I'm new to Contributor and am trying out my first review process.

I created a review package in Flare and then opened that in Contributor, but I cannot view the project variables.

Any insight into what I'm missing?
