Drop Down Blocks Not Functioning Properly

I am having issues with my drop down text if I have multiple drop down text options in a row. A large dotted box is appearing when I hover to activate the drop down and no matter which drop down header I click on the text from the first drop down item is displaying. If I offset with spacing to get subsequent drop down headers out of range of this box, the correct text is displayed when I click on the header. What is this box and how do I adjust? I really would prefer to not see it at all. I have tried adjusting on the style sheet for the header; but, this hasn't done anything. Please advise :)

This is a guess because I am not having this issue when I stack dropdowns. Although you've worked on the CSS, if you haven't checked the settings for MadCap|dropDownHotspot (Pseudo Classes) hover (visible in the Advanced settings of the CSS) check there.

There is nothing set for the hover. It used to work for me fine and it's a relatively new issue for me.
