Can the Database server be isolated? (because more than 200 people will access simultaneously)

If isolated what could be the requirements of it ? (MS-SQL Server Edition)

What do you mean with "isolated" ? 200 people? You have 200 tech writers working on projects? Wow!
Flare 7 itself installs the compact edition and there isn't a need for a server instance. Flare is not a client/server app. It acts as a client to source control if you use that. In that case the same requirements apply as adding a new client to source control.
