Why are there two versions of TOCs in Lingo Project?

In my Flare English Project I have four targets, two for printed outputs and two for Online help. So there are four TOCs. I created a Lingo Project for each language (Simplified Chinese, French, German, Japanese and Russian). I created a translation bundle for each language and sent it for translation. Then there were changes in the English Project. I used Update Project option to update each Lingo Project. I noticed that there are now eight TOCs. In updating the Project, it seemed old TOCs are not overwritten. All the other translatable files are okay i.e., there is only one copy of each file. Why the TOCs are not updated correctly? The translation company is asking which version of each TOC they should use for translation.
What had gone wrong? Can any one have any suggestion how to fix this?

The problem has been solved. There was another copy of the TOC folder in the Targets folder in the Flare Project.
