Update 7.1 DLLRegisterServer

I installed V7.1 update this morning. I used registeritcc.bat to get the dll so that I could see the search in my .chm. I re-booted the computer, and re-compiled, but I'm still not seeing the search. registeritcc.bat gives me this error

The module "itcc.dll" was loaded but the call to DllRegisterServer failed with error code 0x80070005.
