UPDATE: I fixed it by showing hidden files in Explorer, then selecting Properties on the file and removing the checkbox on Hidden. Strange...
I am trying to set conditions on a folder. I press OK, then get the following error:

folder.props is a file which you cannot see in Flare, but in the normal Windows Explorer only. It might

if you work with source control:
b. checked out by sb else or
c. not checked out and read-only.

I turned on the hidden files feature in Windows Explorer and was able to see the file. I then unchecked the Hidden option in the file properties. Have no idea how it ended up that way, but I don't doubt it happened due to user error.
