See Also in Web help and PDF outputs

We are updating our templates (which have been for PDF outputs only) to include Web help targets. I want to use See Also links in both. For our PDFs, we've used a "See Also" head and added cross-refs under it. It's a completely different process for Web help; we can use Concept links there. Is there some way for us to create one "See Also" instance for both Web and PDF outputs without having to resort to using both methods and conditionalizing? Thanks.
