I'm going to answer this myself. Found the answer by looking at HELP from a different viewpoint.
How to rename Flare projects in Windows
1.Close the project if it is open.
2.Open Windows Explorer.
3.Locate the folder where you created the project.
4.At the root of the main folder, you will see a file with an .flprj extension.
5.Enter a different file name.

Once you open that renamed file, you'll see that previous name still listed in the recent projects list. To remove that, go to File > Manage Projects (I think). The old name will be in a bold red font to indicate Flare can't find it anymore. Select the old name and click Remove. That doesn't delete the project -- it just removes it from the recent projects listing.

I'm using Flare 8.0. In the File menu, there's a section called Recent Projects. Some of the projects in this section are dimmed, meaning they are no longer accessible (because they have been renamed, removed, etc.). I don't know how to remove these from the list so that they no longer show up on the Start Page as existing projects. Please help. Thanks!

I don't have Flare open at the moment, but I believe if you click the File tab (or menu if you reverted to classic view) then there is a Manage Projects button at the bottom right of the File popup window. Click that to get the screen to remove stale projects.
