We have a made changes using the skin editor. Adding icons, changing the colors, etc. For some reason with IE 8 and 9, when loading the help pages (either web help, or web help plus), it collapses the page into a small tiny window. It does not happen in FireFox or Chrome. Anyone else experience. The icons are .png files. Colors are fine. Not sure what the problem is.

Did you specify the size of the help window in the Size tab of the skin? If so, I suggest you enable the option to "Use Browser Default Size" instead, which means the browser will open to the size it was last at when it was closed. If you don't enable that option, then IE will open to the size you specified. I thought Firefox would do the same, but perhaps not.
