[Changed title from "Inserting Nested Drop-Downs" and edited content]
The Insert Drop-down Text feature can be disabled if there is a table at or near the bottom of the potential drop-down content. The fact that this first bit me when I was attempting to create a third nested drop-down is what pointed me in the wrong direction. I've since discovered that this problem occurs in primary or nested situations. Sigh…
I've submitted a Flare bug report, but in the meantime I've put together a workaround procedural.
Workaround:
1. In the content, add several line spaces between the table and the content before it.
2. Select the content including the extra spaces (but not the table), and select the Insert Drop-down Text feature. Save.
3. Click and drag the "table" structure bar to the desired "blank line" location inside the drop-down.

I've heard from Flare support (after providing them with a sample topic), and they have:
"traced this issue to the fact that the first table in the second grouping contains an image. If multiple tables are selected and one of the tables includes an image, then the insert drop-down text option is disabled."

I have found that i can, usually, insert a dropdown including one table but not two, and mine don't have images

1 extra paragraph before and/or behind the table does the trick for me - I just delete them after generating the dropdown.
Other alternatives:
1. Create the dropdown first, then have an empty table in a snippet and drag that snippet into the dropdown.
2. Have a dropdown as a snippet which already contains tables.
What I find a lot more awkward is the behaviour of one table immediately following another - Flare will merge them into one table, as soon as I delete the last separating paragraph ... but that's a different construction site.
