For some reason, I can't seem to get the TOC in my PDF output to change formatting.
I've tried editing the CSS files (yes there are two), but no change.
I added a "TOC1" entry to "MadCap|tocProxy", but that only seems to change the page number formatting.
The CSS does have populated p.TOC1 though p.TOC4 entries. Changing them does not change the output format.

My TOC entries are impacted by p.TOC1 etc.
Perhaps the edits to the CSS were made in the wrong medium?
Or maybe it is some effect of having two CSS files? I'm not familiar with what happens in this case, but if you only changed one maybe it is applying the settings from the other one?

I thought of that, and did modifications to both files.
Everything else works as expected; it's just the PDF TOC that is being recalcitrant.
