List Item changes from 7 to 8 between Editor & Preview

I was wondering if any of you have any ideas what would make a list number change between the XML Editor and the Preview window? My number goes from 7 to 8. I went into the code and put start="7" and it erased it and still changes it to 8.

The first OL is 6, then there's a snippet, then it changes to 7 like it should in the editor, but when I click the preview icon (the paper with the magnifying glass) it goes to 8.

Is there anything in the snippet itself that could be causing the problem? I think the Editor shows the snippet without actually parsing it, so it's showing you the snippet as it would look with the formatting but without working the code into the topic. The Preview window parses out the snippet, so it shows you the effect with the code of the snippet integrated into the topic. So maybe there's something in the snippet that's forcing the list number to change.

The snippet is an image and bulleted lists. The top window in the screenshot where you see the bullets is the snippet.
