It appears the Flare 8 webhelp output is more accessible. JAWS testing reads the frameset better than in Flare 7 from what I can tell but I will have others verify that.
However, the drop-down control is still missing a way to define alt text for its two states and the thumbnail images do not support the Escape key to dismiss the large image which is a violation of accessibility guidelines.
HTML5 output is no better and in fact seems worse in the screen reader. So it looks like I need to manually control drop-down text and thumbnail images unless someone knows some simple solutions to these issues.
