Images Regenerated for output

I've got an image file in my project that cause the following during the build:

Image "EOB_R report.png" regenerated for "" medium: GeneratedImages\EOB_R report.png

Does anyone know what that means and how to fix the issue?

Is it an error or a warning - does the image appear in the output?
There is an option on the target > advanced tab to regenerate images that have been resized - could that be causing the message? I'd check the code of the output topic and see what images have been included.
