Welcome Page (Very very newbie question - RoboHELP convert)

I am teaching myself Flare right now, and I want to create my own version of a "Welcome page". I saw the help file samples on Flare's Website. How/where do I start? Someone please point me in the right direction.

In the Target window (RH Layout), General tab, select a topic in the Startup Topic field. Obviously, you must have previously created the topic.
