Snippets in Master Pages, and Topic snippet conditions

I have put a snippet in the Master Page that I plan to use for my WebHelp.

Then, in some topics, I have applied snippet conditions that attempt to modify that snippet.

I find that the snippet conditions are ignored. Every topic has exactly the same snippet.

It's as if Flare, when building the target, applies the snippet conditions to the body of the topic, then adds in the Master Page elements, including my snippet, unconditionally.

Is this expected behaviour, or a bug?

Workaround: Put the snippet into your topic template(s), not into the masterpage.
