Every time using the scrollbar in the XML Editor, the text does not move synchronously with the scrollbar position. Only when I release the scrollbar the text jumps to the correct position. This is very irritating.
What is causing this behaviour? Or, better, is there a solution?

This phenomenon is still going on.
However, sometimes when I grab the scrollbar in a topic it doesn't work and another it is going well. It almost looks like a kind of setting.
I can't figure out what is causing this.

My guess is that Flare cannot catch up with rendering the content. That theory could be tested by evaluating the content of the topics where is does work as expected compared to those where it doesn't. Do the troublesome topics have a lot of images, conditions, drop-downs, etc in it versus the ones that work fine having mainly plain text? Are the ones that work fine noticeably shorter than the ones where scrolling acts up?

I have checked your suggestions but I cannot find a clue by comparing where it does and where it does not. Also the type of scaling of the editor does not help.
Right on this moment I am ready with it. I report this as bug.

If you change your toolbar from Ribbon to Tool Strip (File > Options > Interface) do you still get the same problem? Just wondering if it's related to the DotNet 4.5 issues in 9.0.0. If the issue goes away, you could upgrade to the latest version of Flare, or uninstall DotNet 4.5, or just leave the toolbar as the Tool Strip interface.
