Uh. How do I left-align headers, text and numbered/unumbered lists? I've tried the stylesheet and the structure bars. The best I get is a staggered list (each heading, etc is slightly to the right). We're talking at 0.0 inches left.
For that project, open the target to the advanced pane. Check the setting of the Stylesheet Medium. If you're working on webhelp output and the Default Medium is set to print, you can tinker all day and never left align those headings.
That's one of my number one annoyances I'm embarrassed to say how many times I lost a half hour or so before remembering to check that setting.

Thanks Trent. However that is still not working. What else could it be? I have to format each topic because it is totally ignoring the style sheet (even though I made the changes there).

Verify in the topic's code that the page is actually linked to the stylesheet. Check that the target specifies the same stylesheet, too.
It's possible to break a stylesheet, too. That's happened to me a couple times after manually adding changes to a project that was imported from a FrameMaker book. Take a look at the .css and make sure that it is nicely constructed. All of the sections should be uniform. If it doesn't look right, it probably isn't. You can email your css to me at gmail if you want and I'll take a look.

Check in the generated output -- the stylesheet link ref doesn't generally show up in the topic's code in the XML Editor (it's added to the code at build time).
