I have followed the steps below and still cannot get my Word doc output to build correctly (primarily missing footer with copyright and page number and missing section breaks). These are the steps I created for myself and I've highlighted the main issues. Could someone please look at these steps and tell me what's wrong?
(The outline format wasn't preserved when I copied the text here, and Word or RTF attachments aren't allowed -- attached is a txt file with the same problem.)
Setting up Flare to Print a Word Document (Basic Instructions)
1. Cover page
a) Import image into Flare (Project > Add Picture). By default goes to Resources/Images folder. Then see Title page, below after completing the next steps.
2. Page Layout
a) Create page layout (Project > Add Page Layout). By default goes to Resources/PageLayouts folder.
b) By default, four page types are added: Left, Right, First, and Empty.
i) Left page
(1) Header
(a) Select the header and press F2.
(b) Add content (Chapter and Chapter Number is included by default).
(2) Footer
(a) Select the footer and press F2.
(b) Add content (such as copyright - page number is included by default)
(c) You should be able to select "print" medium from the toolbar in the Frame Contents for the footer. For some reason, I cannot.
ii) Right page (same as above)
iii) First page (same as above)
c) Title page
i) Add a title page (Page Layout Editor toolbar > Add Page.
ii) Right click the page icon (by default, it's "L" and highlighted in orange) and select Page Properties.
iii) Select Title from the Page Type drop-down.
iv) On the Background tab, browse to the cover image from step 1.
(1) What do you do if it's not the correct size? Edit the original?
3. Target (Word)
a) General tab
i) Output Type: Word
ii) Master TOC
iii) Master Page Layout
(1) Select the Page Layout from step 2, above.
(2) Master stylesheet
(a) Click the Edit button and make sure the stylesheet that "Medium:print" is selected on the toolbar.
b) Advanced tab
i) Master Page
(1) Do I need a Master Page since I'm already using a Page Layout? This is set to (default).
(2) Stylesheet Medium: print
(3) MS Word Output: Disable Master Pages (This does not seem to make a difference)
c) TOC
i) Should I create a new topic for the cover page here?
ii) Legal notices page (or whichever is your first page)
(1) Right click the page in the TOC > Properties.
(2) Printed Output tab
(a) Section Break
(i) Start a new section (checked)
1. Select the Master Page (should I do this? This is different from the Page Layout).
(ii) Chapter Break (checked)
1. Select the Page Layout from step 2, above. (This is not getting applied in the output Word doc, however).
2. Page Type (select Right).
3. Page Number
a. Reset to 1, Format: roman.
iii) TOC page with output toc proxy.
Continue selecting a chapter or topic from the TOC and setting these properties for each section. However, you can stop after setting up the section that starts with Introduction or whatever your first topic is after the TOC, since subsequent pages will inherit those settings.
iv) Chapter 1
(1) First topic
d) Build the target
i) Expected outcome
(1) Cover page
(a) Correct image (and size) (image is too small)
(b) No headers or footers (title page has a header, when Page Layout setting for the Title page does not).
(2) Legal Notices page
(a) Header (chapter name appears correctly)
(b) Footer is missing: no copyright or page numbers for this or any subsequent pages
(3) TOC
(a) Section break not applied and TOC appears in the previous page.
4. Troubleshooting
a) Check Project > Project Properties
i) Defaults (all set to (default)

I can't see directly why you'd be missing the footers (the steps are a bit hard to follow), but I can clear up a bit about Master Pages and Page layouts, which might help.
To specify the look and layout of your output, you can set up EITHER master pages (used more for webhelp) OR Page Layouts. Because Word output is able to use both you have to indicate this somewhere (I think PDF can only use page layouts).
Since you have set up a page layout, and that is now recommended for Word, you should check the following:
On the Printed Output tab, you need to set the chapter and break options from the top for Page Layouts, and not from the bottom for master pages.

You can only set the section breaks using a Master Page, according to the attached screenshot. I set it to (default) and I have the page layout properties set correctly but it still doesn't work. The footer and section breaks are not applied.

I wonder if the problem relates to setting the non-print medium. All my page layouts are set to the default - I'm not sure when you'd want to change it as I only use page layouts for print anyway.
Also, if you are using page layouts, you can start new sections by setting chapter breaks - you shouldn't need to set the section break, and hence, no need to try and attach a master page.
Not sure if I can help much more - if I had the medium problem, I'd probably start afresh and create a new page layout.

In the top screenshot, you say "I keep selecting print and saving, but it reverts to non print". I was just curious what you are trying to do.
If you select a different medium there, you are just changing the stylesheet medium in which you are viewing the footer; i.e. to see how the styles look in a particular medium.
Changing the medium there does not change anything about the content or settings of the footer/page layout (so there's nothing to save). It is the same as selecting the medium when you edit a topic, it will just show you how your topic looks in a different stylesheet medium. Changing the medium has no effect on the content, it just effects how the stylesheet is applied to that content.
Also, if your medium is reverting to show non-print, that would suggest that your primary target is set to use the non-print medium. Flare's editors will initially show the topic/layout in the medium which is set in the primary target. If you want it to revert to the print medium used by your Word target, set that target as your primary.

I'm using Flare 7. I finally got the page layouts for my PDFs to work except this one particular PDF, which will not generate correctly.
I'm using a PDF target and assigning the Normal page layout via the TOC. For some reason and only for this particular PDF, after the Legal Notices and TOC pages, it's not using the Normal page layout, even though I set it from the TOC for the first regular page called "Introduction" -- this one is set for decimal numbers and the preceding pages are roman numerals. From that point on, it's showing "Book Title" as a placeholder in the header, and centered default page numbers (i.e. -5-) in the footer. It's like it's picking up a default master page but I don't have that applied anywhere (not in Project Settings or in the Target, which is PDF anyway and you can't assign master pages).
I even deleted every page in the page layout except for the Normal page, so I don't know where it's getting this layout. Hope someone can help.
