Tracking changes in the glossary file

Part of editing Help documents includes editing the glossary, TOC, and other "accessory" files. Is there any way to track changes in the glossary? I can insert annotations for terms, but the Track Changes button in the ribbon is not available. Oddly enough, the Accept Change and Reject Change buttons are available. What changes could I review, when they can't be tracked?

I take that back--I can't insert an annotation, either.
