Help with page margins

Today's hillock on the the Flare learning curve is page layouts . . .

What does the page margin delimit? Is it really “the amount of space to the left, right, top, or bottom of the body content”, as the documentation says? That is, to they delimit just the area for the body text in the body frame, and the headers and footers fall outside this area (that's what the page margins are in Word)? Or do they define the total area of your page that you have to place everything, headers and footers included?

How can I see where the page margins are when I'm editing my page layouts? If I change them to really big values, then my headers and footers and body frames seem to shrink to match, but i can easily move frames back outside these limits with no warning. Do I really have to keep an eye on the rulers at all times to make sure I'm within the values I want?
