I know how to add a heading variable in the header. For example, on each odd-numbered page, I'd like to include the first-level heading that is in effect for that page so the reader knows what the section that page is related to. However, if the first-level head happens to be ON the page, it's redundant to repeat the heading in the header, and I'd like to suppress it in the header. How do I tell Flare that, "If the first-level heading is on the page, skip it in the header"?

There's no way that I know of. Make sure you submit a feature request at https://www.madcapsoftware.com/feedback ... quest.aspx.
My workaround was to only use h1 headings at the beginning of the "chapter", and the First page of the page layout doesn't have any heading variable. So at the start of each "chapter", I set it to be a new chapter, reselected the page layout, and selected the First page for that first topic. I was also using Right/Left pages, so the chapter also started on the right page.

It's a combination of page layout and variable, as I recall. For example, if you want a chapter title in the left running head and the book title in the right running head, you'd have left and right pages in your layout, and use a variable that calls the chapter title on one, and the book title on the other.

I'm not sure I understand the reply. I have no problem including variables in the headers. But I want to know how not to print a first-level head in the header of a page if the page already contains the first level head.

Will the page that already contains the first level header always be the first page in the chapter?
If so, in your page layout file that is associated with that chapter, just create a different first page, and leave the the level 1 header out of the page header. You do this by adding a new page to your page layout with type First. That page layout will be then used for the first page of each chapter, instead.
