How did I break my WebHelp TOC?

Hi all,
Please bear with me, I'm a lone writer and this is my first Flare project so I've had to teach myself how to do everything. I'm using version 8.

I'm producing WebHelp and PDF output and I've broken my WebHelp TOC somehow. Builds originally produced a full TOC when I was only building the help "for fun" and didn't care too much. Now that the project is nearing completion, only 3 entries appear in the WebHelp TOC pane - the first book in the project (2 topics), the topic that follows that book, and the last topic in entire project.

The TOC looks fine in the PDF output. All of the topics are present in the WebHelp, I just can't use a TOC to get to them. What did I do when I started adjusting the WebHelp properties? Is there an option that would cause the TOC to (almost) disappear?

Thanks for any help. I need to send this to my customer for testing on Monday. :(

Some things to try:

Compare the Conditional Text settings on the PDF and WebHelp targets.
Compare the conditions applied to each TOC.
Compare the conditions applied to the topics which appear.
Check the TOC selected in the WebHelp target. It may sound obvious. But I've done that a few times.
Check the links in the WebHelp TOC.
