We want to use the Flare WebHelp icons, but change the lime-green in them to another color. Our graphics specialist has taken a look at the default Flare icons and says that the palette is locked in those icons, so she can't change the colors. So I have two questions:
1. Is there a way to unlock the palette so we can change the colors in the default icons?
2. Are there alternate sets of icons available either for purchase or free that are the right size for Flare's WebHelp?

I just opened the icons in Photoshop and adjusted the hue/saturation option to adjust the color.

Yeah, did the same thing here - manually adjusted the color of the icons in Photoshop. My wife set up an automated script which banged out 90% of them in a few minutes, then just did the remaining ones by hand.
I did notice that when upgrading to Flare v8, I had to re-copy those new icons into the corresponding directory so my WebHelp would use them (instead of reverting back to the standard green icons). So I keep a copy of the modified ones handy for any time there's a new version released.
It would be nice if there was an easier way to do this, but at least there's some solution for the time being.

For WebHelp, I use a set of icons with transparent backgrounds.
For each button, I only use a single image for all three button states, and use the border property in the hover/pressed states to highlight the icon.
That way, they'll work on any background without having to change the image (you only need to change the border colour).
It saves designing 3 separate images per button, one for each state; and the problems you found with fixed background colours for hover/pressed.
I designed my own icons, but you can find loads of free icons using Google.
Images with transparent backgrounds will usually be PNG format, or GIF.
Flare's HTML5 help icons are transparent PNGs, so if you build a HTML5 help you can find them in the output folder - Skins\<skin name>\Stylesheets\Images
Mind, HTML5 help has fewer icons than WebHelp, so a few will be missing.

Thanks, everyone, for your answers. I asked my daughter to take a look at the icons and she was able to re-color a sampling, so recoloring is an option.
However, I am interested in one of the skins available for download on the MadCap site, but we'd like to recolor it. Most of the skin elements are easy to recolor, but the skin file is one integrated file, including the icons. How do I get the icons out of the skin to recolor them?

If you want to get the images out of a skin, just build your WebHelp using that skin; the skin images will be in the output files.

Thank you! That's perfect and exactly what I need. I have one more question (I think) for this particular task: where do I set the background color for the entire toolbar?
