Incorrect index sort order for localised help

A colleague of mine reported this issue nearly a year ago. (Case 33480)
It happens when an index entry contain either a hyphen or an accented character. The order of the built index goes from A-Z, then starts at A again.

This is causing me big problems for the languages I am currently working with (French and German).

Have any localisation people out there also encountered this, and have a workaround they'd care to share?

What output type are you creating? Also, are you merging various outputs at runtime?

If producing HTML help:
- We've experienced different problems with our indexes for translated CHM help files (but not Webhelp Plus or HTML5). In our case, second-level index entries were being truncated. We determined that the problem was being caused by a customized skin file (where we had defined custom logos, graphics, etc.). Maybe try rebuilding use a default skin file?
- Another option might be to try the checking/unchecking the Binary Index option in the skin file (if using HTML Help). Our translation vendor noticed some peculiar index results in Korean, both when this was checked and unchecked. To change the state of this checkbox, open the skin file, navigate to the HTML Help Setup Tab and click Index Options.
