Page After Title Displays page Number
No matter what I do, I cannot keep the copyright page from showing up on the Copyright page in my pdf. The Copyright page is after the Title page. I have assigned it as empty. When I look at Page Layouts, there is no frame for page numbers. And yet, MadCap likes to put a page number on there anyway. I have attempted to click on the page layout from the Copyright topic and delete it, and delete it from "Text Editor" on the TOC itself. When that didn't work, I thought, well at least I can put a roman numeral on it. So I went into Properties on the topic in the TOC and had it start with "1" and Roman Numbers. That didn't work either. Anyone have any ideas?

I'm having a little trouble understanding your issue. I think you're saying that you do want the copyright page to have a page number on it, correct?
I think you might be misunderstanding the purpose of the empty page in a page layout. Its purpose is to allow a chapter that is set up for left and right pages to end with an empty page if the last bit of content actually lands on a right page and the next chapter is supposed to begin on a right page also, so an empty left page is needed. I've never actually assigned any TOC item to use the empty page. (If you do understand the purpose of an empty page, please forgive me. I am trying to help.)
In the TOC properties for your copyright page, are you setting it to begin a new chapter and to use the empty page? If you have not set it to begin a new chapter, then it is inheriting the page layout that the title page is using, and by default it is using the left page from that page layout.
Maybe you could post a few screenshots so we can get a better understanding.
