Hyperlink Will Not Let Me Link to Pdf

I am creating web help and want to link to a pdf that I have published within the Content. The pdf is there; I can see it. But when I go create a hyperlink, and it offers the files from which to choose, it does not show the pdf. Wierd, because I have not had a problem in the past. Does anyone know what I could be doing wrong?

Sorry if it's a lame assumption, but..
I remember having the same problem when I was getting to know Flare. And then I realized that I just hadn't selected the type All Files (*.*) in the box above the file selection.

Hi, I'm doing that, but the link does not work in the HTML5 output. I DOES work in PDF output.

I have tried using the "Link to External File" and "Link to file in project" options in the Insert Hyperlink dialog box. They produce different HTML in the topic. But neither works in HTML output.

What am I doing wrong?
