Flare 9 not building Japanese and Chinese correctly

We were in the middle of a release cycle when Flare 9 was released, so I just upgraded. If I build a Japanese or a simplified Chinese project in Flare 9, the characters are not correct. The TOC looks fine, but the pages are not correct. I've reviewed the stylesheets, project properties, targets, skins, etc. and I can't fine any differences. Anyone have any ideas?

Marvin from MadCap had this solution, which worked beautifully...
There were a few changes in Flare 9 regarding the target. Can you un-check the "Add DOCTYPE declaration to generated topics" located in the Advanced Tab and Select the proper language in the Language Tab?

Hi how is flare search working for you in chinese, japanese?
Do you have stop words for those languages?

Do you know about: Stop list/ exclude list?

Honestly, I don't know how the search is working. The release is currently being reviewed by our in-country reviewers. I will ask them specifically about search and let you know.

Do you know the implications of no stop list in other languages?

It means that those words is being ranked.

E:G if the word; for, at, as, in, all , exist in topic and a user have it when searching for a phrase that word will affect rank.

So 10 occurrences of the word 'for' rank that topic high. If searching for e.g spare parts for wheels - the topic containing 10 occurrences of the word 'for' get a high rank. - Totally irrelevant!

stop list contains approx 120 english words

No. I do not know the implications of no stop lists in other languages.
