Can't get rid of Topic Toolbars in chm

I do not want topic toolbars in my chm output. I cannot figure out how to get rid of them. I never asked for them as far as I know. Can anyone steer me in the right direction?

Try looking in the skin:
Skin > HTML Help Setup tab > Misc Options frame
and there should be a checkbox to display toolbar in each topic.
