Merging Error

I'm receiving this error when merging multiple files:

MasterHelp: Compiler: C:\Users\sparrants.DINA\Documents\My Projects\813\IM_813_Master\Project\TOCs\MASTERHELP.fltoc: Skipping sub-entries: TOC entry is being used for merging, however, it also contains sub-entries which will be ignored. (../../../IM_813_AUG/IM_813_AUG.flprj)

for each of the included projects.

Is this an error or a warning? What's the fix?

Are the sub-entries in the TOC being merged in somehow being conditioned out? Just a guess...
