Can the flare files be located on a different server than where SVN is installed?

Do you mean the files that are IN the SVN repository or the files that you want to work on?
The SVN repository holds the version-controlled files, so yes, the files and SVN are on the same server. I don't know how that could be otherwise.
But your working copy of the Flare project can be elsewhere, typically locally on your computer.

You might be able to do this with svn:externals. A while back I had a requirement to pull in a remote folder of binary blobs, independently maintained. The SVN admin set it up as an external.
