Disappearing TOC Pane Flare9

We just moved to Flare 9.1. We create WebHelp output.
We hide the TOC on display and we use the Contents navigation line at the top of the tile.
In the output, when you click the Contents link, the TofC pane flashes and then disappears.
The Contents heading displays in the webhelp toolbar header row, but no contents pane.
You have to click the toggle button a couple of times to get the TofC to display.
I've tried IE10 (which has to be compatibility view for any of the webhelp toolbar buttons to work), IE9, and Chrome.
Same result.
Ideas?

When we converted to Flare 9, random settings were reset and that's what caused this. Closer scrutiny and compares fixed the error. User error, not Flare error. Apologies to any who put thought into this issue.
