Context-Sensitive Help breaks often Flare 8

I have had a reoccurring issue with Flair 8. My help authors create a help project and send me the output. I create an html page based on their header file so I can check the context sensitivity following the format:

<p><a href= "WebSeries (J) Client Help 7.2_CSH.htm#SET___COUNTRY_HOLIDAYS">SET COUNTRY holiday</a></p>

This will work fine one day, and then a few days later there are some changes, and they regenerate the help file, the link above no longer returns the correct page.
I remedied this previously by deleting all the Alias and Header files and recreating. The IDs are no longer working either. The name of the file is correct.

Can anyone suggest why this happens? It seems the context-sensitivity issue generation has a bug, but I am not overly familiar with how this works. My authors couldn't figure it out, so I had to download the trial and try and troubleshoot (without having previously used the software). A different author is now having the same problems. I solved once before, but I’d like in idea of what is happening if anyone has any suggestions.

The fact it works sometimes and not others, would make me check that the help is being produced consistently.
For example, is the help being generated by different people on different PCs, and do they have variations in their Flare projects?

If none of the IDs work, then check that an alias file is assigned to the target (on the Advanced tab).
If some IDs work but not others, then check the correct alias file being assigned to the target (if you have more than one).

If the authors test the CSH calls using, Tools (Build) > Test CSH API Calls, does that work ok?
