I've dropped into a small project with no Flare knowledge, have gotten pretty much everything to work the way I want it.
The old CHM file (generated from WebWorks) had the expand/collapse controls ('+' / '-') on the 'books' in the TOC.
Is there a way to get those to appear in the chm generated by Flare (so users can click the expand/contract to see subtopics rather than double-clicking the 'book' topic)?

Look in the skin you have connected to the CHM target.
Edit the skin > select the "HTML Help Setup" tab.
On the right there is a Misc options frame - choose "TOC Options ..."
A dialog opens where you can set if you want lines, plus/minus squares, etc
