Documentation Review using DITA XML as source

hi there
i used to use Flare at a previous company so I know all the goodness that it has to offer.
At my current company, we dont use Flare but another DITA XML producing package. =(
What we don't have, and desperately need, is some way to allow documentation reviews to be done in a collaborative way - rather than the current "produce a pdf, and email it asking for comments"
is there anything from madcap that would allow us to import the dita xml and stage it for review with certain individuals. does this track the review workflow (eg under review, 2nd stage review, final , closed etc?) can it allow multiple folks to comment at the same time, and for subsequent diffs between revisions to be shown?
if not, then can anyone suggest an alternative package that might be able to help?
