Is there a way to add a Meta Tags to all my pages in my project, versus adding them on to each page one by one? Using version 9.1.1

Use a master page, and include the meta tag in the master page.

Putting meta tags on the master page is only good when all tags apply to all topics. When that is not the case, you have to go topic by topic.

What I'd like to see is having some way to convert file tags in Flare to meta tags in the output.
