Must Click "Expand" Twice to Expand Items

I am using HTML5 output, and I have the "Expand/Collapse" button at the top that allows the whole page to either expand or collapse. My QA are b*tching that when they navigate to a new page, they have to select the "expand" button twice to expand the content. Is that just the way it is, or is there something I can do to fix it?

I'm going to chime in and say "me too". Hoping someone can offer some suggestions. I'll also do some more testing to nail down exactly when this occurs for us.
