Can't find the style for this element...

I am trying to edit part of my help UI, but I can't find it in the html style or the skin style - can someone give me a pointer for the border between the topic container and the topic, thanks!

You have to edit the Default.htm (see my post in Formatting Navigation Panel Links in Skins for more details, only the file is up one level in both directories). The line you're looking for is fourth from the bottom:

Enter a Style property like this:

Note that mine only has a top and left border. Also, I can't remember why I changed the frameborder to zero, but I think that's important.
