Can't apply a different stylesheet to topics/project

I have a separate target for pdfs and I've assigned a different stylesheet to it. However, when I'm working in a topic file associated with that target, the styles from that separate stylesheet aren't available in the style picker, styles window, right-click style menu, etc.

Flare Help says I can apply the stylesheet to the topics directly, but I get a message that a master stylesheet is being used at the project or target level. There's no option in the target properties to not assign a stylesheet--therefore making it possible to apply the stylesheet directly to the topics--so I don't understand why that procedure is included in Flare Help.

How do I get my new stylesheet to show up in the Flare UI?

Change your primary target to the PDF target, then the styles from that stylesheet will be available.
