Linking to Build of Drafts

I am wondering if anyone else has noticed a similar issue..

I often make a build of some draft topic(s) I am still working on but would like the SME to look at its current state. I will give them a link to the default.htm page located in the Build output folder and when I open that the TOC displays correctly on the left, however, when I click on a specific topic and give them a link to that topic, it just opens to the first topic in that list and not the topic I gave them the link to.

Does anyone know if this is a setting I need to change or that's just the way it works?

I'm thinking it's because it's only built and not published. It works for my published output just not for the built draft output.

I am not sure that the behavior comes from build vs publish, at least not by definition.
The publish destination needs to have all the files that the build location has. So the content would be the same.

When you open a single topic from the content folder (of the output) it will not know about the other topics. So that could explain part of what you see.
How do you create the link that you give to people?
Using Flare 10.2 and Flare 11 on Win 7

In my published target, I can click on a topic and copy the link to the specific html page. When I do that in the built target, the topic for the link I right click on specifies it's for that specific topic, yet it opens to the intro start-up topic, so I have to drill down on the TOC in the navigation to find the topic. However, I just went into the output folder and am able to find the html topic I want to open up and that opens up fine if I copy the link and try to re-open it to that page. I can just do it that way.
