Hello,
I am trying to create a mini-TOC in a topic for web output. When I go to preview, it doesn't show the topics that are supposed to appear there. Is there a way to get them to appear?

This is by design. Proxies (of any kind) are replaced with content only during a build process.
In preview, Flare hasn't yet built output so has no knowledge of what links should replace the miniTOC proxy. All Flare can show you is how the links will be formatted (at least as far as font family, size).
To see the generated links that replace the miniTOC proxy, you'll have to build the target.
