Is it possible to have a common location for a skin? I'd like all of my projects to use the same skin.

Yes, but . . .
Flare provides a couple of ways to share files between projects. One is Global Project Linking, and you can also set Flare up to use link to external files, although I've not done that myself.
But . . . assuming you're talking about WebHelp (I've not yet used HTML help, so don't know if what I'm about to say applies there too). The browser title bar is defined as part of the skin.
This means that if you have a common skin, you will have a common title bar with common text. As far as I know, you can't customise that for a specific product, for example to include the product name, at least up to Flare 9.
This may not matter to you, or you may be able to do a bit of post-processing using something like FAR HTML to substitute the value you require when your target is built.

Raise a feature request. I have. The more of us that do, the more likely MadCap are to listen.
My request was actually to move the title out of the skin, and make it one of the things that you specify (or override) for each WebHelp target. I don't actually think the title of the browser page is really a Flare variable. I think it's just a target-specific setting for a WebHelp output, like the document file name is a target-specific setting for a PDF output.

I don't have a problem with setting a default caption as part of the skin, but I think the "owner" of the caption attribute should definitely be the target.
