When developing page layouts for a new manual structure, we are currently having issues with pages from the page layout repeating themselves. We currently have a Title page, followed by and Empty page, a Right page, and a Left page in the page layout for the Front Matter of the manual.
The desired output consists of the Title page first. Upon turning the page, the left page would be blank, followed by the Disclaimer on the Right page. Upon turning the page a second time, the Copyright information would be on the Left page and the TOC would begin on the next Right page.
However, when generating the output, the Title page displays first, followed by the Blank page and the Right page (as desired). From here is where it gets a little screwy. A blank page then displays followed by the Right page again.

As you can see, the Right page displays twice in the printed output and the Left page doesn't display at all. Has anyone else encountered this problem or know what may be causing it?

How does your outline TOC look like? Have you applied page layout breaks there and could there be a duplicate topic in there?

Also, check that each of your page layout pages has a body frame in it. Flare does really odd things (like inserting extra pages) if there is no body frame.

Thanks to both for your responses. The TOC includes the appropriate breaks and doesn't have duplicate topics. For our Disclaimers and Copyright pages, we were using Decoration frames only, to keep writers from changing any of the material. However, I added an extremely tiny Body frame (that will not be used) to each page in the page layout and regenerated the project. Whala! All is now good. Strange fix but it works.

It took me ages to find that out initially.
I had a problem with my title page being duplicated. Fortunately, I had single-sourced the same content with two different brandings, and one worked fine. I didn't think I needed any body content for the second, because everything was on the master page, or in a variable on the master page. So I ended up taking a copy of my working branding, and changing one thing at a time to match the exact setup of the branding that didn't work, until I found the thing that made the difference. And that was it.
