Data at root level is invalid is back

OK, so I frequently got the "Data at root level is invalid" error with regard to TOCs checked out of Perforce. However, I am converting a project from DITA to Flare native and while that project was in Perforce, I insured that the project created via import was not. I'm outputting to PDF. Now, if I create a TOC in Flare, nowhere near Perforce, and I (before changing a thing about the generated TOC) right-click to edit the TOC entry properties, I get that error.

If you have a support contract, I think now is a good time to raise a support ticket. Sounds like something fishy is happening with your project.
