I am a new user of Flare and am trying to exclude a TOCs from my output pdf file. Is there a way to do this?

The TOC proxy is the thing that causes the Table of Contents to appear in the output.
I'm assuming you don't have a topic with an explicit TOC proxy in it - if one of those has sneaked in, you will need to delete it.
Otherwise, there is a setting on the Target Advanced tab called Generate TOC Proxy. Make sure that is cleared. That setting (which seems to be enabled by default for new targets now) says to add a TOC proxy automatically if you don't have an explicit one.
