Navigation Pane appears for a moment, then disappears

I am using Flare 9.1.2. I have a target that produces WebHelp. The output generates fine. However, when I open the index/landing page, I see a momentary "flash" of the navigation pane on the left part of the screen (where it should be), and then it disappears, and the index page takes up the entire screen.

This happens in Firefox, Chrome, and IE.

The skin I'm using does not have Hide Navigation Pane on Startup checked, so the pane should appear.

A bit of history: I created this project and worked on it up until September of 2012 -- I did not see this behavior then: that is, everything worked fine.
I left the company, then returned a few months ago (May 2014), and have been seeing this behavior since my return.

Something seems to have changed, but I cannot figure out what that is.

Any help would be greatly appreciated.

Is the Navigation frame there in the output? Right-click and select View Source. You should see something like this:

<frame name="navigation" title="Navigation" src="Skin/Navigation.htm" ...

If not, I suspect someone as added something to one of the javascripts (deep in the bowels of Flare) to delete the frame. If it is there, maybe someone decided to hide it automatically.
