The new Flare automatically generates a TOC if you check the "Generate TOC Proxy" box.
The TOC generated by the automatic proxy, however, appears as a listing in the TOC, which is something I don't want.
Therefore, I don't check that box, and build my own TOC proxy, making sure to change the H1 heading to a "p.TOC" style of my own making.
Is there a way to use the automatic TOC proxy without having the TOC listed in the TOC?

I did a quick test, and using auto TOC worked ok for me - no TOC entry in the TOC list. I wonder if you have a topic in your project that already contains a TOC proxy?

I cannot figure what’s going on with my PDF TOC. I have about 50 topics that contain H1, H2 and H3. All topics start with one of these headings and topics that start with H2 may contain H3s.
I also have h4 which is used within the content to denote procedures – with mc-heading level=0
In the generated PDF TOC, headings are missing from all sections. Even topics with a single heading are missing from the TOC. mc-heading level is correct for h1, h2 and h3.
The h4 seems to be excluded when “Use TOC depth for heading levels“ is not selected; but h4 headings seem to appear randomly when the option is enabled – even with mc-heading-level =0 for h4??
The structure of the TOC is correct – the PDF bookmarks appear as they should – but the TOC proxy is not generating as expected.
Any suggestions – I am baffled.
