Several layers of pop-ups generates blank window

I'm working on an HTML5 help system. I've created hyperlinks from one topic to another and I've set the Target Frame to Pop-up Window. I'm running into several problems:
  • The size of the pop-up window is large and not resizeable in the output. Only about a quarter of the window contains text and the rest of the window is blank. How do I set the window to hug the text?
  • If I click a link in the pop-up window, the next window, which also has its Target Frame set to Pop-up Window, is displayed on top of the first pop-up. This is fine. Except, if I click yet another link and another, eventually, I get a blank window. I understand that I can't possibly expect the output to display four layers of pop-ups on top of one another without reaching a non-readable state. How do I avoid getting a blank pop-up? How can I possibly know how many layers the user will eventually pop-up over each other?
  • Why do I get a blank window? I know that I answered my own question above, assuming that the window is blank because I have too many layers of pop-ups, but maybe that's not so.
  • How do I know how to identify when a topic should be a pop-up or when it should display in the Same Frame? I think this selection may be creating my layering problem. It's possible I have too many hyperlinks set to display a pop-up window.
I feel like I've wrapped the leash around a tree.
