Putting a Topic header invisible in HTML5 Output

Good evening. In my current project i have around 500 topics and i need to put a disclaimer in the form of XML/HTML comment.
This disclaimer must be invisible to users. I would like to have an automatic process for doing it.
Someone have some suggestions?

Could you insert the disclaimer between comment marks on the Masterpage?
