Working with Windows 8, I need to import a fm file into a new Flare project.
It all goes well until the preview of imported elements: most of characters are corrupted. For instance, "Préparation de l’enrôlement d’un périphérique" has become "Préparation de l’enrôlement d’un périphérique"...
I googled the problem and it seems that there was a mix-up between latin-1 and utf8 encodings.
But i find no option/setting in Flare (or even in FrameMaker) to change encodings...
It may be related to Microsoft SQL Server, too?... On my PC, i have 'Microsoft SQL Server Compact Edition' version 3.5 and version 4.0 in 'C:\Program Files (x86)' and in 'C:\Program Files' (yes, i found 4 versions...).
I'm quite sure FM11 uses 'C:\Program Files (x86)\Microsoft SQL Server Compact Edition\v3.5' (folders have same creation date, so they were probably installed together).
Which MS SQL Server does MadCap use? Maybe there's a kind of conflict somewhere?
Anyway, I send a bug report to MadCap support. I'll let you know.

No, it's not.
I try to import from an empty Flare interface. There's no project open at this stage. Project > Project Properties is grayed off.
I do Project > Imports > FrameMaker Documents... then i select the fm file, leave other settings by default (except the "new topic" style), and the problem shows up after clicking the [Finish] button, when Flare displays an overview of imported files. I click [Accept], even if the result is bad, and Flare creates the project and all the files. In this "corrupted" projet, the language is not set, it is (default).
On my PC, in my "Préférences linguistiques", I just have French (France) and English (United States), in that order. French (France) is my PC language. In my "Regional Options", the setting "Language for non Unicode programs" is "French (France)".

I contacted the support and, as usual, they quickly found a workaround.
The problem is related to the Language Preferences (Préférences linguistiques). The primary language must be set to English (United States). If the other region and language settings are set "as recommended" by Windows (that is: use language list, and match the Windows display language), it's ok, the FM import gives correct accents.
Note that you must logout and restart a Windows session after having changed the language order in the language list.
Beware that, as a consequence, the keyboard setting will change too. That can lead to password mispelling when you try to login. But you can set another keyboard at this stage (reset your French one), it has no consequence on the user locale.
